10 charged in fentanyl trafficking ring and murder case linked to a high school in Cape Coral
FORT MYERS, Fla. —
The State Attorney’s Office announced on Thursday the arrest of 10 people they say are involved in drug trafficking and money laundering linked to a high school in Cape Coral. Seven of the individuals were arrested for racketeering.
The arrests stemmed from an investigation called “Operation: No Cap,” which has been ongoing since 2020.
The State Attorney’s Office also revealed that the suspects had been selling THC vape pens out of a local high school in Cape Coral, though they did not specify which school.

During the initial investigation in Cape Coral, undercover law enforcement observed a Lamborghini delivering drugs, leading to a high-speed chase and a crash against a Cape Coral patrol unit.
“I saw the aftermath. I saw the cops at the end of the street. Definitely undercover cops and a lot of vehicles. I saw the vehicle, the Lamborghini crash,” said Cape Coral resident Kevin Encarnacion.
Neighbors remember the crash with a Lamborghini and police at Malibu Court and El Dorado Parkway two years ago.
“I knew there was drugs involved, so I knew it was a pretty big deal. And it had been going on for some for a while, a lot of time and research was involved in it,” Encarnacion said.
Now, 10 people are charged. Among those arrested is Jordan Octavian, who was indicted for first-degree murder after distributing fentanyl that caused a man’s deadly overdose.
“That victim’s family said to me, do whatever it takes so that another family does not have to endure the pain of losing a loved one, and everybody up here has had those conversations, and they’re very difficult,” said Cape Coral police Chief Anthony Sizemore.
Police added that the suspects dealt fentanyl all over our area, along with synthetic opioids, meth and oxy. Plus, they seized 10 guns.
“We will arrest you and you will be charged for not just trafficking charges, but any other crimes, such as RICO, or such as first-degree murder that stems from your criminal activity,” said State Attorney Amira Fox.
The conference was attended by Cape Coral Police Chief Anthony Sizemore, Homeland Security investigators, the Florida Department of Law Enforcement and several other county agencies.

PLEASANTON, Texas — The Pleasanton Police Department has arrested two people after they led authorities on a high-speed chase before the discovery of drugs in the vehicle.
Around 10:45 Thursday morning, an officer attempted to conduct a traffic stop on a red 4-door sedan in the 500 block of Trade Street when the vehicle allegedly took off at a “high rate of speed.”
During the chase, police say they saw the passenger of the vehicle throwing suspected narcotics out the window.
The vehicle eventually ran out of fuel near Galvan Creek, allowing officers to now conduct a felony traffic stop.
During the search of the vehicle, officials say they discovered a loaded firearm, meth, heroin and “various narcotics distribution materials.”
The driver was identified as 47-year-old David Arocha; and he is facing the following charges:
- 2 counts of manufacture/delivery of controlled substances
- Evading arrest with a motor vehicle
- Felon in possession of a firearm
- Tampering with physical evidence
- Possession of marijuana, possession of drug paraphernalia
- Parole Warrant
The passenger of the vehicle was identified as 25-year-old Colton Mann; and he is facing all the charges listed above other than evading arrest with a motor vehicle and he did not reportedly have a parole warrant like Arocha.
Both Arocha and Mann were booked into the Atascosa County jail.

GRADY COUNTY, Ga. (WALB) – A Florida man was arrested on drug charges following a cross-county high-speed pursuit on Memorial Day.
According to the Grady County Sheriff’s Office (GCSO), deputies saw a Dodge Challenger, driven by Tallahassee resident Dewayne Denali Nelson, going 91 to 120 miles per hour on U.S. Highway 319.
When deputies tried to conduct a traffic stop, Nelson did not pull over, which led to a pursuit that crossed into Thomas County.
With the assistance of Thomas County Deputies, the vehicle was stopped.
Deputies were then able to search the vehicle, which led to the discovery of a substantial amount of marijuana, according to the GCSO.
Nelson was arrested and charged with the following:
- Possession of Marijuana with Intent to Distribute
- Felony Fleeing and Attempting to Elude Law Enforcement
- Reckless Driving
- Speeding
“This is a clear example of our zero-tolerance stance on criminal activity in our communities,” said Grady County Sheriff Earl Prince. “I commend our deputies for their swift response and thank Sheriff Tim Watkins and the Thomas County Sheriff’s Office for their critical assistance in bringing this dangerous situation to a safe conclusion.”
GCSO said the investigation is ongoing and more details may be released as they become available.
