CAMBRIDGE, Md. — The Maryland Attorney General’s Office has released body camera footage from a fatal police shooting in Cambridge in September.

According to the Attorney General’s Independent Investigations Division, which investigates fatal police encounters across the state, officers arrived near Seaway Lane and Riverview Wharf after receiving reports of a man chasing a woman in the Deep Harbor development.

Upon arrival, the officers found 30-year-old Ryan Garcy holding a knife.

Footage from Cpl. Jacob Weber ’s body camera shows him driving up to the scene, getting out of his car and ordering Garcy to drop the knife he was holding.

“Will you just… shoot me?” Garcy asked the officers as he stood naked in the road, surrounded by police.

When Garcy did not drop the knife, officers used a Taser, which proved ineffective. He began shouting and ran toward Weber, who started to run away, then turned and fired what sounded like five rounds.

Garcy fell to the ground, moaning, as officers rushed over to render aid.

Emergency medical services arrived shortly after and took Garcy to University of Maryland Shore Medical Center at Cambridge. He was then flown to TidalHealth Peninsula Regional Medical Center in Salisbury , where he was pronounced dead.

PRINCE GEORGE’S COUNTY, Md (7News) — Maryland Office of the Attorney General’s Independent Investigations Division released body-camera video from a September police shooting that ended with a 45-year-old man’s death.

The video shows the shooting death of Tesfa Leith on Sept. 3 along the 6600 block of Greenland Street in Riverdale. Leith was shot by Cheverly Police Chief David Morris, according to the attorney general’s office.

The video shows several officers responding to a home. The video is extremely graphic, and 7News has decided to only show a portion of the video in the media player above. Viewer discretion is advised.

At the start of the video, Leith is not present.

“He just went in the house,” one officer is heard saying in the video.

One officer is seen with his Taser drawn. Others have AR-15-style rifles.

A woman is seen speaking with the officers, asking them to “wait.”

“I’m the mother,” she can be heard saying in the video.

Shortly thereafter, Leith exits the home with a pair of knives.

The officer with his Taser drawn tries to shock Leif, but the man continues forward, going around a pick-up truck in the driveway. Seconds later, several shots can be heard.

“You killed my son,” the woman can be heard shouting in the video.

The officers can then be seen in the video running up to Leith to secure the knives and render aid.

“You’re alright, buddy, you’re alright,” one officer said to Leif in the video.

“Just breathe,” another officer said.

Leith’s labored breathing can be heard in the video. Despite those lifesaving efforts, Leif ultimately died from his injuries.

Investigators said Morris joined his officers and Prince George’s County police in Riverdale at around 4:50 p.m. to investigate a stabbing in Cheverly earlier in the day, finding Leith holding two knives. Police claimed Leith did not drop the knives when asked and an officer discharged his Taser, but it did not stop the man. Investigators said the man charged at Morris, who opened fire on the man.

The case remains under investigation by the Attorney General’s Independent Investigations Division.

A Cheverly spokesperson said Deputy Chief Jennifer Krauss is working as Acting Chief of the town’s police until the investigation is complete. Morris is on leave.

MONTGOMERY COUNTY, MD — No charges will be filed in the case of a Montgomery County police officer who fatally shot a man armed with a grill fork in September 2024, state investigators said Tuesday.

Attorney General Anthony G. Brown announced his decision not to seek charges in the Wheaton shooting. The Office of the Attorney General Independent Investigations Division reviewed the shooting.

The fatal shooting happened Sept. 21 in the 3400 block of Janet Road after Montgomery County police received a 911 call reporting an assault. According to a news release, officers confronted Melvin Omar Chavez-Paz, 31, in a yard holding something in his right hand, and shouted commands at the man to “drop the knife.”

Chavez-Paz did not comply, began to cross the street and Corporal Cody Hobbs fired his service weapon, striking the man, police said.

Police body-worn camera footage from Hobbs’ camera showed him approaching a group of people who appear upset and telling them to calm down. Someone in the group then points out Chavez-Paz, who walks out from behind a house on the other side of the street.

Chavez-Paz then begins crossing the street toward Hobbs and the group of people with something long clutched in his hand, partially blocked by his forearm. Hobbs notices the item, takes out his gun, points it at Chavez-Paz and demands multiple times that he “drop the knife.”

According to the bodycam footage, Chavez-Paz refused to drop the item that investigators later determined was a grill fork. In the video, he is seen approaching Hobbs and the group of people. Hobbs then opens fire, striking Chavez-Paz.

Officers immediately rendered medical aid and called for EMS, but Chavez-Paz was pronounced dead at the scene. A large grill fork was recovered near his body.

Hobbs was placed on administrative leave following the shooting, which is department protocol.
